Who May Apply (specifically): Any state agency designated by the governor of the state may apply. Additionally, partnerships consisting of at least one college or university, at least one low-income middle school, and at least two other partners (such as community organizations, businesses, religious groups, student organizations, SEAs, LEAs, and parent groups) may apply.
