John E. Ostrout

John E. Ostrout was appointed as the Director of State and Regional Partnerships for the National Endowment for the Arts in July 2004.  Forty percent of the NEA's program funds are mandated to be awarded to the 50 State Arts Agencies, six regional arts organizations and six territories and jurisdictions.  Mr. Ostrout is responsible for the distribution and management of these program funds.  He is also charged with the development and implementation of national program initiatives presented by the NEA in partnership with the nation's state and regional arts agencies.

Previously, Mr. Ostrout served for twelve years as the Executive Director of the Connecticut Commission on the Arts, having been appointed to lead that State Agency by Republican, Independent, and Democratic governors. During that period, he guided the development of a bipartisan partnership committed to increasing the state's investment in the non-profit arts industry.  This strategy resulted in Connecticut's ranking in per capita funding for the arts rising from 44th to first in the nation.

From 1997 to 2002, Mr. Ostrout served as an elected officer of the National Assembly of State Arts Agencies, a nationwide service organization.  From 1990 to 2002, he also served on the board of the New England Foundation for the Arts, which provides arts programming to the New England states.  He was appointed to serve as the director of cultural tourism for Connecticut in 2002 and served in that position until arriving at the NEA.

Mr. Ostrout is a graduate of the Yale University School of Drama and the University of Connecticut School of Fine Arts, where he was honored with the Distinguished Alumni Award in 2005.
