Title:  Overview and Inventory of State Education Reforms: 1990 to 2000
Description: This report describes the role of states in public elementary and secondary education through the 1990s. The report discusses state constitutional, statutory, and regulatory frameworks which provide legal authority for states, local governments, and school districts. This authority allows revenues to be raised for education, and sets conditions for spending those funds. State authority and policies are associated with standards for who may teach and what students are expected to learn, how that learning is assessed, and what accountability measures are put into place. Finally, the report discusses state support for various school choice options.
