In an article published in The Washington Post on October 29, 2008, reporter Walter Pincus notes that the ODNI has recently modified a rule to make it easier for first-generation Americans to attain the highest level of security clearance. The new Intelligence Community Directive is another step toward accomplishing one of DNI Mike McConnell's chief goals - improving the Intelligence Community's ability to recruit and retain officers with native language capabilities and critical cross-cultural understanding.
