Welcome to the Grantee Toolbox. This page is meant to be a resource for project managers of entities already awarded EPA Brownfields Grants. These tools will not help you complete your grant proposal. Although the documents provided here do not represent everything you will need to administer your grant, they are the basic administrative and reporting tools you will need to complete your brownfields project successfully. Please contact your Project Officer if you have any questions related to these tools.

FILES MANAGEMENT
  • This Brownfields File Index (PDF, 1pp. 9KB) is the recommended file organizational scheme for grantees and is exactly what your Project Officer uses.

ENDANGERED SPECIES ACT & NATIONAL HISTORIC PRESERVATION ACT COMPLIANCE
  • Your Project Officer will need to receive these ESA and NHPA letters (PDF, 2pp. 39KB) before a grant recipient can be approved to proceed with Phase II assessment or cleanup.

HEALTH AND SAFETY PLANS
  • Although we do not need to approve the Health & Safety Plan you have in place, grant recipients are required to have one for any Phase II assessment or cleanup work. Outline for a Health and Safety Plan. (PDF, 2pp. 22KB)

PROCUREMENT
  • This Sample Request For Proposal is a skeleton document that can help you begin to compose your Brownfields RFP.
  • This fact sheet (PDF, 1pp. 22KB) is a guide to resources available to assist grantees locate small and disadvantaged businesses in their area.
  • By submitting this completed MBE/WBE Utilization Form (PDF, 4pp. 107KB) to your Project Officer you satisfy your Small and Disadvantaged Business Enterprise Program reporting requirements.


QUARTERLY REPORTS
PROPERTY PROFILE FORMS
At the beginning of an EPA Brownfields project as well as anytime there has been an activity conducted on a site (i.e. a Phase II assessment or beyond) we request that an updated Property Profile Form (see below) be submitted to your Project Officer within 30 days of the end of the quarter.


QUALITY ASSURANCE PROJECT PLAN (QAPP)

FINANCIAL STATUS REPORTING
  • This form (PDF, 2pp. 37KB) can be used to fulfill your Financial Status Report requirements


DRAWING DOWN FROM YOUR GRANT
  • Grantees already enrolled in the EFT system can continue to submit request forms by fax to the contact listed below. All new grantees will be asked to use the Automated Standard Application for Payments (ASAP) system to access grant funds electronically. Grantees can enroll in the ASAP system by completing form SF3881 and faxing to Marge Pumphrey at EPA Las Vegas Finance Center (LVFC) at (702) 798-2423. After reviewing and processing the form, the EPA Las Vegas Finance Center (LVFC) will send you a letter assigning you an EFT Control Number, an EPA-EFT Recipient’s Manual, and the necessary forms for requesting funds and reporting purposes.
