Temporary Protected Status - LIBERIA

Following a review of country conditions and consultations with the appropriate Government agencies, the Secretary of the Department of Homeland Security (DHS) has determined that the TPS designation of Liberia should be terminated. Although the designation was due to expire on October 1, 2006, this termination will not take effect until 12:01 a.m. October 1, 2007, to provide for an orderly transition. All Liberian TPS beneficiaries must comply with re-registration requirements to maintain TPS benefits through September 30, 2007. TPS benefits include temporary protection against removal from the United States, as well as employment authorization, during the TPS designation period. Re-registration is limited to persons who have previously registered for TPS under the designation of Liberia and whose application was granted or remains pending. Liberians (or aliens having no nationality who last habitually resided in Liberia) who have not previously filed for TPS and been granted, or who do not already have a pending application for TPS under the designation for Liberia, may not file under late initial filing provisions. 8 CFR 244.2(f)(2). Late initial filings (LIFs) are only allowed during an extension of a TPS designation. The designation of Liberia for TPS is being terminated effective 12:01 a.m. October 1, 2007.

Filing Location: The filing address depends on whether (1) you are re-registering during the registration period, or (2) you are re-registering after the registration period.

(1) Re-registration during the Registration Period (September 20, 2006 to November 20, 2006): Re-registration applications that do not require the submission of additional documentation may be electronically filed (“E-filed”) or submitted to the USCIS Lockbox at:

Aliens who are re-registering and must submit supporting documentation must send their applications to the USCIS Lockbox address below. Applications for re-registration require the submission of supporting documentation under the following circumstances:

A) If one or more of the questions listed in Part 4, Question 2 of Form I-821 apply to the alien, then an explanation on a separate sheet(s) of paper, and/or additional documentation must be provided.

B) If the alien was granted TPS by an Immigration Judge or the Board of Immigration Appeals, then the alien must include evidence of the grant of TPS (such as an order from the Immigration Judge) with his or her application package.

(2) Re-registration after the Registration Period ends(after November 20, 2006): The USCIS Lockbox cannot accept late re-registration applications from aliens from Liberia. If you believe you have good cause for your failure to timely file for re-registration, you may submit your application with a letter and/or any other evidence detailing such good cause to the Vermont Service Center at:

* For minimal disruption of employment authorization while TPS re-registration applications are processed and EADs valid through October 1, 2007 are issued to eligible Liberians, current EADs of eligible Liberians have been auto-extended through April 1, 2007. Each re-registrant must bring the following documents to the ASC: 1) his/her current EAD with an expiration date of October 1, 2006; 2) his/her ASC appointment notice; 3) his/her receipt notice. Liberian TPS beneficiaries are encouraged to re-register as soon as possible.
