Carlos E. Iturregui, Chief of Office of Policy and Strategy, USCIS Pursuant to the Homeland Security Act of 2002, Mr. Iturregui is responsible for making policy recommendations, performing policy research and analysis on all national immigration services issues, developing and coordinating the Agency’s Strategic Plan with all its Divisions on behalf of the largest Immigration Services Agency in the world. Moreover, he is responsible for ensuring that policies developed for USCIS are designed to fulfill USCIS mission and objectives while pursuing the Department of Homeland Security main objective at all times; keeping the homeland secure. He oversees a team of dedicated professionals that comprise three main issue areas: Evaluation and Research, Policy, and Strategy. He has participated in both domestic and international fora on immigration issues, including services and border security. Furthermore, he has welcomed thousands of new U.S. Citizens across the Country by administering the Oath of Allegiance and as an invited keynote speaker at both administrative and judicial naturalization ceremonies. He received his bachelor’s degree from the University of Massachusetts at Amherst and his law degree from the Inter American School of Law in Puerto Rico. He pursued graduate law studies in Immigration and International Law at the Georgetown University Law Center and Land Use Planning at Harvard Law School.
