In January 2004, Ms. Taylor was appointed Chief, Office of Congressional Relations (OCR), U. S. Citizenship and Immigration Services (USCIS). As Chief, she leads and coordinates the activities of the USCIS as they relate to Congress, including briefing Members of Congress and their staff on issues of interest and complex immigration cases, and coordinating congressional hearings. OCR also conducts strategic planning for the national congressional relations program in support of field office congressional activities.

Prior to her appointment, Ms. Taylor was detailed for 10 months to the Office of Legislative Affairs at the Department of Homeland Security. In the context of her detail to the Department, Ms. Taylor coordinated all congressional matters on immigration issues with senior departmental officials. She coordinated the Senate confirmation process for departmental nominees including Director Aguirre, Assistant Secretary Garcia, Deputy Secretary Loy, General Counsel Joe Whitley and others. Ms. Taylor had been with legacy INS for 16 years in Congressional Relations, most recently as Acting Director of Congressional Relations.

Ms. Taylor began her career with the Federal Government in 1987 as a Congressional Liaison in the INS Office of Congressional Relations. While working, she earned a Masters Degree in Public Administration with a concentration in Executive, Legislative and Regulatory Management from The George Washington University. Ms. Taylor graduated from Cornell University in 1986, with a Bachelor of Arts in American Government.
