DESCRIPTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.   This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 

The solicitation/synopsis reference number is DACS08Q2142 is being issued as a Request for Quote (RFQ). 

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16.  This is 100% set-aside for small business.  The government anticipates awarding a firm, fixed price contract with optional labor hours as described in the Statement of Work.  Contractors shall submit resumes of instructor(s), coach(es), copies of certifications, a minimum of 3 past performance references, a fixed price with backup, and appropriate optional fully loaded labor hour rate.  All responsible sources may submit a quotation, which shall be considered by the agency.

FAR 52.212-1  Instructions to Offerors-Commercial

FAR 52.212-2   Evaluation -Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.  Listed in descending order of importance, the following technical factors shall be used to evaluate offers:  1) past performance in training/coaching in strategic planning, 2) training and facilitation approach, 3) qualifications of key personnel, price and 4) experience with academic researchers. Technical is more important than price, however, the more equal the technical rating the more important is price.   

Offerors shall use the website at www.bpn.gov/orca to complete their Certifications and Representations (FAR 52.212-3).
