Permit Compliance System Reports

The Permit Compliance System (PCS) is the national database use to track compliance with National Pollutant Discharge Elimination System (NPDES) Permit requirements.

Quarterly Non-Compliance Reports for NPDES Majors
The EPA Region 10, Program Management Unit generates the Quarterly Non-Compliance (QNCR) Report for NPDES major facilities in the states of Alaska, Idaho, Oregon, and Washington. QNCRs are organized by State (Alaska, Idaho, Oregon, and Washington, respectively) within each calendar quarter below. The files are provided as PDFs. Paper-copies of QNCRs prior to October 2003 are available by calling Diane Davis at (206) 553-1296.

* EPA is aware that a substantial number of State-authorized NPDES major facilities in Oregon and Washington do not have up-to-date data (i.e., facility level data, permit event tracking dates, enforcement data, inspection data, compliance monitoring data, schedule data) entered in PCS. As a result, data may be missing or erroneous in the PCS system for these facilities and, consequently, will not be correctly displayed on the QNCR or in the Enforcement and Compliance History Online (ECHO) public access website. These data quality problems will be resolved once the states implement PCS data management.
