PM Meeting to Follow ITEP's National Tribal Forum

A meeting will be held following ITEP's National Tribal Forum (NTF) to discuss and receive comments regarding the proposed particulate matter (PM) Rule. Representatives from the US EPA will be in attendance and available via conference line to answer questions and accept comments. The following is logistical information regarding the meeting:

Tribal Monitoring Workgroup

A work group consisting of staff from the Office of Air Quality Planning and Standards (OAQPS), EPA Regional Office tribal air coordinators, and tribal air professionals is developing guidance on tribal ambient monitoring. Julie McClintock, Phil Lorang and Annabelle Allison of OAQPS are facilitating the development process through regular monthly meetings/calls. The motivation, nature and purposes are described in Draft Guidance Document - November 2005.

An early version of draft guidance was shared with a wider group at the National Tribal Air Association (NTAA) meeting in October 2005, and at other Tribal meetings. As a result of tribal input, the workgroup has recently agreed that, due to the scope of topics to be covered, the guidance should eventually evolve into two separate documents:

  1. EPA Policy and Strategies Regarding Tribal Air Monitoring (Feb 2006) (MS Word, 37 pp, 226 KB), Contact – Phil Lorang, and

  2. Technical Guidance for Tribes on Air Monitoring Issues (Feb 2006) (MS Word, 85 pp, 658 KB), Contact – Annabelle Allison.

The next drafts will be ready at the end of March 2006 and is to be discussed on the next conference call which will be scheduled sometime in March. If you have comments on the draft documents, contact either Phil Lorang (lorang.phil@epa.gov) or Annabelle Allison (allison.annabelle@epa.gov). If you would like to join this effort, please contact Joe Tikvart (tikvart.joe@epa.gov) for further information. The goal is to have final versions of both documents by April 2006, which is when EPA will finalize the National Program and Grant Guidance for FY 2007-2009. Opportunities for consultation steps with tribal leaders will be taken prior to preparation of final drafts of the monitoring guidance documents.
