Hazardous Waste Generator Regulations: A User-Friendly Reference Document (PDF) (335 pp, 3MB)
This web-based document serves as a user-friendly reference to assist EPA and state staff, industrial facilities generating and managing hazardous wastes as well as the general public, in locating and understanding the current RCRA hazardous waste generator regulatory requirements.

Hazardous Waste Generator Requirements
Table providing a summary of requirements for each class of hazardous waste generator: Conditionally Exempt Small Quantity Generators (CESQGs), Small Quantity Generators (SQGs), and Large Quantity Generators (LQGs).

You will need Adobe Reader to view some of the files on this page. See EPA's PDF page to learn more.

Regulations Governing Hazardous Waste Generators (PDF) (10 pp, 207K) from the RCRA Orientation Manual
Provides introductory information on the hazardous waste management programs for generators under the Resource Conservation and Recovery Act (RCRA). It is designed for EPA and state personnel, members of the regulated community, and the general public who wish to better understand RCRA.

RCRA Training Module: Introduction to Generators (PDF) (23 pp, 181K)
Provides an overview of requirements for hazardous waste generators; explains the three classes of generators, outlines the different generation and accumulation limits, and provides specific regulatory citations. Other topics include EPA identification (ID) numbers and manifests; accumulation standards and regulations pertaining to accumulation in tanks, containers, containment buildings, and on drip pads; and "satellite accumulation."

Hazardous Waste Manifest System
Details the forms, reports, and procedures designed to seamlessly track hazardous waste from the time it leaves the generator facility where it was produced, until it reaches the off-site waste management facility that will store, treat, or dispose of the hazardous waste.

RCRA in Focus (RIF)
This series of publications provides an overview of the RCRA regulations affecting specific industry sectors. Presents the life cycle of a typical waste for each industry and focuses on recycling and pollution prevention options. Althought intended as a guide for small businesses, it includes requirements for all types of generators.

RCRA Online
Online database designed to enable users to locate documents, including memos, letters, publications and other outreach materials, that cover a wide range of RCRA issues and topics.

RCRA Self Assessment Tools
Provides checklists and audit protocols to help generators determine their compliance with RCRA.

Hazardous Waste Data/Biennial RCRA Hazardous Waste Reports
EPA, in partnership with the States, biennially collects information regarding the generation, management, and final disposition of hazardous wastes regulated under RCRA. The purpose of the biennial reports is to communicate the findings of EPA's waste reporting data collection efforts to the public, government agencies, and the regulated community.

Universal Waste
Web site presenting the universal waste rule which streamlines collection requirements for certain hazardous wastes in the following categories: batteries, pesticides, mercury-containing thermostats, and lamps.

Construction and Demolition Materials
Presents information on Construction and Demolition (C&D) materials generated during construction, demolition, and renovation projects.

Lab Waste at Educational Institutions
Highlights EPA's efforts to facilitate improved reuse and recycling of chemicals in educational institutions, and better waste management overall; describes programs at two institutions and includes links to additional information.

Understanding the Hazardous Waste Rules: Guidance for Hospital and Environmental Health and Safety Professionals (PDF) (85 pp, 771K)
Explains RCRA's hazardous waste rules applicability to hospitals.

Large Quantity Generators

Hazardous Waste Requirements for Large Quantity Generators (PDF) (4 pp, 407K)
To assist your business in learning about the requirements for LQGs, EPA prepared this summary fact sheet. Note that this summary does not include all of the LQG requirements.

Common Violations Among LQGs
Provides a list compiled from several EPA Regions that identifies common violations during recent inspections.

RCRA and EPCRA Training Manual: Introduction to Air Emissions (PDF) (19 pp, 56K)
Includes a description of why LQG waste accumulation units must meet air emissions standards after 1994.

RCRA Organic Air Emissions Standards for TSDFS and Generators (PDF) (8 pp, 334K)
Outlines the requirements of the RCRA organic air emission standards contained in 40 CFR Parts 264/265, subpart CC. The organic air emission standards for tanks, surface impoundments, and containers became effective on December 6, 1996.

180-Day Accumulation Time for Waste Water Treatment Sludges From the Metal Finishing Industry
Encourages metals recovery in the Metal Finishing Industry to increase recycling of F006 waste. While protecting human health and the environment, this final rule will minimize economic barriers to recycling wastewater treatment sludge.

Small Quantity Generators

Managing Your Hazardous Waste: A Guide for Small Businesses
Helps small businesses determine whether they generate hazardous waste and provides comprehensive information on how to comply with the federal hazardous waste regulations for small quantity generators.

RCRA in Focus (RIF)
This series of publications provides an overview of the RCRA regulations affecting specific industry sectors. Intended as a guide for small businesses, RIF presents the life cycle of a typical waste for each industry and focuses on recycling and pollution prevention options.

Conditionally Exempt Small Quantity Generators

Overview of Requirements for Conditionally Exempt Small Quantity Generators (PDF) (1 pg, 41K) from Managing Hazardous Waste: A Guide for Small Businesses

Generation and Management of CESQG Waste (PDF) (54 pp, 239K)
Summarizes existing data on the waste generation and management practices of CESQGs to help EPA satisfy the RCRA Section 4010(c) mandate for non-municipal facilities that may receive CESQG waste. The data included in this report are summarized from seven national, state, and local studies on CESQGs.

Conditionally Exempt Small Quantity Generators Rule - Standards for Non-Municipal Solid Waste Units that Receive CESQG Hazardous Waste
In 1996, EPA issued regulations that require any existing non-municipal, non-hazardous waste disposal unit that receives CESQG waste to comply with new technical standards, however, the rule continues to allow disposal of CESQG hazardous waste in municipal solid waste landfills (MSWLFs) when such landfills meet Part 258 criteria. Reuse or recycling facilities also continue to be an acceptable option for managing CESQG hazardous waste.
