Washington, D.C. – Today, Stephen A. Perry, Administrator, U.S. General Services Administration (GSA) announced the appointment of Barbara L. Shelton as Acting Commissioner of GSA’s Federal Technology Service (FTS).  Ms. Shelton’s appointment will become effective upon current FTS Commissioner, Sandra N. Bates’ retirement on February 11, 2005.

Ms. Shelton has served as the Regional Administrator of GSA’s Mid-Atlantic Region since January 7, 2002.  Her responsibilities include managing the operations of the Federal Technology Service, Federal Supply Service and Public Building Service to meet the acquisition and property management requirements of all federal agencies in the five-state region.  Before joining GSA, she served as Deputy Secretary for Administration in Pennsylvania’s Department of Labor & Industry from January 2000 to December 2001 where she managed the Commonwealth’s information technology, personnel and procurement programs. Prior to that she was Deputy Secretary for Procurement in the state’s Department of General Services from March 1995 to December 1999.  She also has 13 years of private-industry experience in information technology systems management and marketing with PPG Industries and Philip Morris, Inc. Ms. Shelton earned her Bachelor of Science degree in Industrial Engineering from the University of Pittsburgh and her MBA from Columbia University.

“Barbara has demonstrated her ability for successful leadership of large, complex organizations to provide outstanding customer service through a strong focus on people, performance management, organizational design and process reengineering,” said GSA Administrator, Stephen A. Perry.  “She has the skills, experience and the passion for excellence needed to assure FTS’s continued success in meeting the technology acquisition requirements of our federal agency customers in the most efficient and effective manner.  She will have a key role in working with others on the GSA management team to reorganize functions of FTS and the Federal Supply Service (FSS),” said Perry.  Additional information regarding the reorganization of FTS and FSS to combine functions as necessary to improve customer service and reduce cost will be finalized and reported in the near future.
