Who May Apply: (specifically) Under a Priority One competition, SEAs, LEAs, IHEs, other public agencies, and private agencies and organizations, including Indian tribes and tribal organizations as defined by the Indian Self-Determination and Education Assistance Act, and native Hawaiian organizations may apply.
