Working Paper: Lessons from the Trading Pilots: Applications for Wisconsin Water Quality Trading Policy

The Fox Wolf Watershed Alliance reviewed trading pilots in Wisconsin and derived the following recommendations for Wisconsin trading policy which are applicable elsewhere as well. Some of their conclusions were:
- - WI pilots experienced difficulties in completing demonstration trades -- only the Red Cedar watershed (one of the three covered in the report) actually completed trades. Barriers included lack of access to information, lack of regulatory and economic incentives, nonpoint source reluctance, uncertainty and lack of communication.
-EPA trading policy has helped address some of these barriers - it provides assurance of support to state regulators working on trading and provides a clearer picture of what acceptable programs should look like.
-In order to participate, agricultural sources need someone to assist them in calculating credits for various BMP options and act as liaison with potential point source partners; WI may wish to publish acceptable standardized protocols and methods for credit estimation
-Successful programs included careful and open development with participation from all interested sectors; buy-in of agricultural and environmental stakeholders is especially important.
