I am writing to support the adoption of the Draft Guidelines for Public Rights-of-Way. As a sighted individual, the adoption and implementation of these rules will have little impact on me - at this time. I am aware, however, of the increased likelihoood that - due to disease or trauma - my usable vision may not always be available to me. Knowing that this is the case, not only for myself but for an increasingly older American population, I believe it is a prudent and practical use of public funds to make audible traffic signals and other navigation aids available.

I am also aware of many deaths and injuries suffered by blind individuals as a result of being struck by an automobile. These tragedies take a human toll which cannot adequately be accounted for by traditional measures of cost/benefit but which do account for substantial monetary losses to the individuals involved, their families and friends, their employers and to society as a whole.

I wholeheartedly endorse the Draft Guidelines for Public Rights-of-Way and urge the Access Board to finalize these regulations without delay.
