I wish to adamantly support the recommendations of PROWAC. I believe that
traffic patterns and the emerging technology which creates a quieter
vehicle are both indicators of the need for audible traffic signals and
detectable warnings for pedestrian crossings.

Those who do not support your findings are, in my opinion, not recognizing
these factors.

I can tell you on a personal level as a blind person that I was chastised
once by a driver because I was crossing the street without the "hand" being
visible. The light at least appeared to be in my favor.
