Charles H. Crawford September 9, 2002

Please record this testimony in favor of the detectable warning and accessible pedestrian signaling provisions within the PROWAC report to the Access Board. There is no question that the environment has become so hazardous to the safe travel of blind persons so as to require these modifications.

You will note that there are a number of electronic mail messages that will be sent to you endorsing this position and I ask that you include them as testimony in favor of the detectable warnings and accessible pedestrian signaling as well. I realize that some of them may not totally conform to the administrative guidelines for comment, but the nature of the subject is so critical to the health and welfare and public safety of blind persons to warrant their inclusion.

Please advise me of your receipt of this testimony and i wish the Access Board every success and deliberate speed in moving the report to regulation.

Sincerely,
Charles H. Crawford
