COMMENTS Regarding: DRAFT GUIDELINES FOR ACCESSIBLE PUBLIC RIGHTS-OF-WAY Docket Number: 02-1

My name is Bernice Kandarian and my address is [ ... ].

I am President of the California Council of Citizens with Low Vision and
First Vice President of the Council of Citizens with Low Vision
International. We are affiliated with the California Council of the Blind
and the American Council of the Blind.

I support the recommendations of the Public Right-of-Way Committee and the
proposed rule. As someone with some usable vision, I support the use of a
standard color, yellow, for the tactile warning strips. I also support
high contrast as well as tactile guidance across crosswalks. And I support
locator tones and audible tactile signals for pedesttrians. I believe
these things are all just a means of providing access for me to the
information that is easily available to the sighted pedestrian and which
has been deemed necessary for his/her safety.
