The Quality Partnership Council shall consist of five representatives from each of three component groups: customers, contractors and GSA.
At a minimum, consideration for participation will be given to the following:
Contractor
Business size and type
Socioeconomic considerations
Experience in the federal procurement arena
Schedules/supply programs represented
Communication skills
Customer

One chairperson for each group will be recommended and appointed by the members of the group and will remain in that position for a one year period.
Each chairperson is responsible for: providing overall direction; assigning projects relating to specific partnership objectives to group members; monitoring effectiveness in achieving stated goals and objectives; and presenting specific task developments and progress at each Council meeting.
Each member will serve on the Council for a two year term. At the end of the first year, the Council will review each member's performance for the individual's contributions to the program and overall effectiveness. If deficient, the Council will suggest improvements. If the individual does not feel they will be able to devote sufficient time and energy to the program, they will have the opportunity to relinquish their position. Replacements will be selected from a list of alternates.
No more than two members' terms (per group) will expire at one time. Terms will expire across a staggered period of six to nine months to preserve continuity and avoid setbacks in working relationships. See addendum for schedule of term expirations.
