Environmental Competency Building (ECB)

Background:

Maintaining the knowledge and expertise of the FHWA, State DOTs, resource agencies, and the consulting industry is essential to the effective delivery of an environmentally sensitive transportation program. The ECB Program is intended to serve the transportation and environmental community by providing access to relevant information, guidance, training, and recommendations that will assist the long term development and maintenance of environmental and transportation professionals.

The Federal Highway Administration (FHWA) initiated development of the Environmental Competency Building (ECB) program to focus on the current and future multidisciplinary professional development needs of transportation and environmental professionals. The ECB program is an ongoing effort and collaboration between transportation and environmental stakeholders with leadership from the FHWA, American Association of State Highway and Transportation Officials (AASHTO), Center for Environmental Excellence (CEE), State Departments of Transportation, The Environmental Protection Agency (EPA), and the private consulting industry. The dedicated partnership of these organizations will support the evolving competencies and needs of a variety of environmental professionals in the transportation industry.
