Questions
and Answers on Transportation/Travel Advisory T-101
- Do
these guidelines apply to shipments booked prior to the effective date of
Advisory T-101?
Advisory T-101 guidelines are not retroactive.
- Do
these guidelines affect existing broker/carrier arrangements?
It
is not GSA’s policy to intervene in existing arrangements between prime and
subcontractors. Broker/carrier arrangements existing prior to implementation
of the uniform commission/rate structures prescribed by these guidelines should
be honored according to the terms negotiated by the parties.
- Can
brokers provide transportation services to Federal activities now or must
they wait until their commission rates or rate structures are approved by
GSA?
- The
guidelines give brokers until October 22, 1997 to file their uniform commission/rate
structure proposals with GSA. However, since the guidelines were not posted
on GSA's web page until October 16, 1997, the filing date has been extended
to October 30, 1997.
- Brokers
may continue to use existing broker/carrier arrangements until their uniform
commission or rate structure proposal is approved by GSA. Starting on
October 23, GSA will post on its web page (http://www.r6.gsa.gov/fsstt/)
a listing of brokers who have filed uniform commission/rate structure
proposals.
- Once
uniform commission/rate structure proposals are approved, brokers must
use these uniform arrangements.
- As
uniform commission/rate structure proposals are approved, GSA will post
a listing of brokers with approved commission/rate structures on its web
page.
