The RSPA Competitive Sourcing program supports the President's Management Agenda by improving the management and performance of the Federal Government.  Under this program, we began (on July 7, 2004) an A-76 competition involving 12.7 FTE performing selected administrative services functions at Headquarters.   That competition is now complete.   The competition was conducted in accordance with the provisions of OMB Circular A-76 and Public Law 108-199.  The Performance Decision is that the work will remain in-house and be performed by a new Most Efficient Organization (MEO) made up of 11 RSPA employees. 

The Agency Tender Official (Patricia Burke) and the MEO team (Susan Gorsky - Team Leader, Linda Rhoads - Human Resource Advisor, Marilyn Burke, Mike Hartley, Jean Milam, and Warren Osterberg) worked very hard to develop an MEO that would be competitive with the cost of performance in the private sector.  The proposed cost of the MEO was lower than the estimated cost of performance by the private sector.  Therefore, RSPA will implement the MEO team's proposed new organization, as required by OMB Circular A-76, to provide administrative support services. The new organization will reside in the Office of Management and Administration (DMA).

Implementation and staffing of this new support organization will affect the way selected administrative services are provided within RSPA HQ and the personnel who provide these services.  It is possible that the movement of the functions into the MEO from their current organizations will have an impact on additional RSPA employees beyond those who are currently performing the functions.   I understand that change is never easy but it is always with us.  I have examined the potential impact of this, and I am committed to doing whatever we can to help everyone at all levels through this change.

I have instructed the responsible RSPA staff to use every available tool to minimize the impact of this decision on our employees.
