She coordinates CP3's Concept Review Program in addition to facilitating the "Research Activities" dissemination approval process.
Bio Sketch: Natalie Alter joined the CP3 staff in September 2002 and currently serves as coordinator for Practice-Based Research Network activities. Ms. Alter originally joined the Agency for Healthcare Research and Quality (AHRQ) in 1991 as Staff Assistant to the Executive Officer. Since that time, she was a member of the Human Resources staff as Human Resources Specialist from June 1998 until September 2002, serving as honor awards, performance recognition, and performance management coordinator.

She has worked at AHRQ since 1992 and has served as Keyworker for the Combined Federal Campaign several years in a row.

Role: Mary joined AHRQ in 2006 as the Scientific Director of the United States Preventive Services Task Force and co-lead for the Prevention Portfolio. Her responsibilities include supporting and providing oversight for the methodologic, evidence review, and recommendation-making work of the USPSTF and Evidence-based Practice Centers upon whose work the Task Force relies. She also oversees the team of medical officers whose work supports the USPSTF.
Bio Sketch: Mary is an internist who received an. M.D. from Harvard University as well as a Masters in Public Policy from the Kennedy School of Government at Harvard. She trained in primary care internal medicine at Brigham and Women's Hospital in Boston and completed a general medicine research fellowship at Harvard. Prior to joining AHRQ she was Assistant Professor at Harvard Medical School where she performed clinical epidemiology and health services research related to cancer screening and prevention in terms of access, test performance, and outcomes. Federally funded research projects include: analysis of access to cancer screening for vulnerable populations within managed care systems, benefits and harms of prophylactic mastectomy in women at elevated risk for breast cancer, and the impact of false positive mammography readings. Her most recent research focuses on decision-making around stopping mammography screening in old age, and overuse of pap smears in the elderly. Mary has a clinical interest in and has presented widely about the performance of the clinical breast examination. She is a member of the American College of Physicians and the Society of General Internal Medicine.

Role: Jayasree (Joy) Basu, Ph.D., M.B.A., is a Senior Economist and leads the Intramural Research Program of the Center. She developed and led several intramural research projects of the center focusing on access and disparity issues in health care services and published a large volume of articles in peer reviewed journals. She is also responsible for administering extramural research grants.
Bio Sketch: Jayasree (Joy) Basu, Ph.D., M.B.A., is a Senior Economist and leads the Intramural Research Program of the Center. She developed and led several intramural research projects of the center focusing on primary care access issues, with a particular emphasis on preventable hospitalization, specialty referral patterns, supply and demand issues in primary care, racial and ethnic disparities, impact of managed care, geographic barrier, and distant hospitalization. She had published a large number of articles in peer-reviewed journals and presented her work to professional audience. She is also responsible for administering extramural research grants addressing issues related to health care cost, financing, and access. Dr. Basu previously worked in the Office of the Actuary and the Office of Research and Demonstrations in the Health Care Financing Administration and as Assistant Director for Policy Analysis in the Maryland Health Planning Commission. She conducted evaluations of various legislation-mandated Medicare and Medicaid demonstrations and led special research studies to address various National and State health policy issues. She also directed the development of Statewide need projection methodologies to forecast future demand for health resources in Maryland.
Research Interests: Dr. Basu's research interests include access issues for vulnerable population, supply and demand issues in primary care, preventable hospitalization, referral-sensitive procedures, racial and ethnic disparities, managed care, geographic barriers to access, and risk adjustment methods.

Role: Steve Bernstein is a Health Information Technology (HIT) project officer and advisor on Information Technology (IT) for Agency Clinical Informatics initiatives. He is the project officer for the HIT Resource Center and serves as project officer for other HIT initiatives. Also, he is responsible for the development and operations of extranets to support information sharing, collaboration, and knowledge management for the nationwide Practice Based Research Networks (PBRNs) and HIT initiatives.
Bio Sketch: Mr. Bernstein has served for four years as AHRQ's Chief Information Officer (CIO) and Director of the Division of Information Technology Management. He provided for the upgrade and management of the Agency's state-of-the-art IT infrastructure, information systems, Intranet, Extranets, E-mail, LAN, WAN, secure intramural network, secure data center, and information security. Mr. Bernstein served prior to 1997 as the Director of Information Systems for Logistics and Fleet Support for the Naval Air Systems Command in the Department of Navy and managed the successful development and implementation of some of the world's largest, state-of-the-art IT programs and information systems. Mr. Bernstein graduated from Cornell University with a degree in Engineering and Operations Research with a focus on Computer Science, has taken extensive graduate and post-graduate level courses in information systems, and has completed senior executive-level management programs and seminars at Harvard University, the University of Virginia, and other organizations.

Bio Sketch: Janice Genevro is a psychologist specializing in the translation of research into effective practice with an emphasis on research related to health promotion and health behavior. Examples of this work include projects relating to the health consequences of grief and bereavement, and the development of therapeutic environments in health care settings. She is a graduate of the Health Psychology program at the University of California, San Francisco School of Medicine and was a post-doctoral research fellow with the National Institute of Child Health and Human Development. She is an adjunct faculty member in the Department of Population and Family Health Sciences, Bloomberg School of Public Health, Johns Hopkins University.

Role: Erin Grace, M.H.A., joined AHRQ in February, 2007. She is Senior Manager, Health IT and Senior Advisor for Rural and Community Health in CP3. In this role she manages grants, contracts and other initiatives related to health information technology including the AHRQ-funded State and Regional demonstration projects in health information technology and the contract to provide technical assistance for Medicaid and SCHIP agencies related to health information technology and health information exchange.
Bio Sketch: Ms. Grace most recently served as Senior Vice President of the Primary Care Coalition of Montgomery County, Maryland (PCC), and Director for the Coalition's Center for Community-Based Health Informatics (CCBHI). In this role, she directed and managed the Center which seeks to improve health care quality and productivity for the low-income uninsured through innovative uses of HIT, including implementation and ongoing development of a shared electronic medical record (CHLCare) for primary care safety net providers in the metropolitan District of Columbia region. Previously, Ms. Grace managed a Community Access Program grant from HRSA to build the infrastructure to establish a system of care for low-income uninsured residents of Montgomery County, Maryland. Prior to joining PCC she was AVP for Accreditation at NCQA. She also has experience working in large academic medical center, community health center, and HMO settings. She received her Master's Degree in Health Administration from The Ohio State University.

Role: Dr. Hughes is a Senior Health Scientist Administrator involved in both intramural and extramural research. Dr. Hughes is also the Agency's Senior Advisor on policy and research for end-of-life care patients and for populations with special needs as well as for research relating to patient-centered care.
Bio Sketch: Prior to joining the Agency, she worked in HRSA's Bureau of Primary Health Care where she focused on improving access to care for the underserved. Dr. Hughes received a B.S. in nursing from Boston University, an M.H.S. with a minor in biomedical ethics from Johns Hopkins University, and a Ph.D. in Health Policy, with a concentration in Health Services Research from Johns Hopkins University.
Research Interests: Dr. Hughes' research interests include: clinical quality improvement, patient safety; primary and preventive health care; access to and use of quality health care, particularly for low-income populations; measuring the quality of health care; health care organizational factors; health care disparities; and current health policy issues. One of her area of expertise involves using large datasets to improve the quality of health care.

Bio Sketch: Claire Kendrick attended Virginia Tech where she earned a bachelor's degree in exercise and health promotion and a Masters of Education in health and physical education. For the past 2 years she has worked as a personal trainer and as a member of the Prevention Portfolio team on several projects. She is the agency coordinator for the Wellness Committee, a group of AHRQ employees that strives to create employee programs to enhance their physical and mental well-being. She works with the U.S. Preventive Services Task Force and also serves as a liaison to Healthy People 2010 and Steps to a Healthier US.
Research Interests: Early detection and prevention of chronic diseases, community level interventions, physical activity and nutrition.

Role: David Lanier, M.D., is the Associate Director of CP3. In addition to assisting the Director in planning, developing, and managing all Center activities, Dr. Lanier heads CP3's extramural research program and also directs the Center's initiative supporting primary care practice-based research networks (PBRNs).
Bio Sketch: A graduate of the medical school of the University of North Carolina at Chapel Hill, Dr. Lanier completed residency training in family medicine in the University of Rochester (NY)/Highland Hospital program and later completed fellowship training in academic family medicine at Baylor University. Prior to joining AHRQ (then named the Agency for Health Care Policy and Research) in 1993, Dr. Lanier was on the family practice faculty of the University of California at Irvine and then was named residency director and chief of the division of family medicine at Georgetown University. From 1993 to 1995, he worked in the Agency's Forum for Quality and Effectiveness in Health Care before joining the staff of the Center for Primary Care Research. In 1996, he led a special research initiative on referrals from primary to specialty care. From September 1998 to January 2000, he served as the Center's Acting Director, and since 2003 has served as Associate Director of CP3. Dr. Lanier directs the Agency's initiative on PBRNs, which has provided funding for over 45 networks across the country, and also serves as the director of extramural research for CP3. He has completed research and published articles on numerous subjects, including low back pain, the ecology of medical care, and physician accountability. Dr. Lanier provides medical care to HIV-infected patients one half-day per week as a volunteer physician at the Whitman-Walker Clinic.
Research Interests: Dr. Lanier has been working actively with leaders of AHRQ-funded primary care practice-based research networks to analyze data descriptive of the practice of primary care across the United States. The PRImary care Network Survey (PRINS) is a National Hospital Ambulatory Medical Care Survey (NAMCS)-like database including demographic information for almost 1,000 primary care providers/practices as well as data describing over 20,000 patient encounters.

Role: Kenny Lin, MD is a Medical Officer with the U.S. Preventive Services Task Force (USPSTF) Program in CP3. He provides technical assistance to the USPSTF in the form of drafting recommendations, conducting targeted evidence updates, and serving as a peer reviewer for USPSTF evidence reviews and products.
Bio Sketch: Dr. Lin graduated from New York University School of Medicine and subsequently completed a Family Medicine residency at Lancaster General Hospital (PA) and a fellowship in medical editing and faculty development at Georgetown University. Prior to joining AHRQ in 2006, Dr. Lin worked at a private practice in Arlington, VA and at several community health centers in Washington, DC. Dr. Lin is a Clinical Assistant Professor in the Department of Family Medicine at Georgetown University School of Medicine and teaches preventive medicine topics to third-year students. He is currently an Assistant Editor on the journal American Family Physician and editor of the newsletter of the District of Columbia Academy of Family Physicians.

Role: Iris R. Mabry is a medical officer in CP3. Dr. Mabry works with the U.S. Preventive Services Task Force, is a member of the Prevention portfolio, and serves as a project officer for pediatric research grants and contracts.
Bio Sketch: Iris R. Mabry, M.D., M.P.H., joined CP3 in August 2004. She received a B.S. in chemistry from Xavier University of Louisiana. Dr. Mabry graduated from medical school at the University of Tennessee Health Science Center, College of Medicine and completed her pediatric residency at the University of Arkansas for Medical Sciences. She is a board certified pediatrician who completed a General Pediatrics fellowship at Johns Hopkins and a pediatric health services research fellowship at the University of Michigan. Dr. Mabry currently sits on the Child and Adolescent Health Advisory Group at AHRQ and is a member of the American Academy of Pediatrics, Academy Health, and the Ambulatory Pediatric Association.

Role: Robert Mayes currently serves as a Senior Advisor on Health Information Technology Issues for the Agency for Healthcare Research and Quality, Health Information Technology Program.
Bio Sketch: Throughout his career in the U.S. Public Health Service, Mr. Mayes has worked on a wide variety of health informatics topics ranging from policy and standards to systems development and implementation. From 2000 to until his arrival at AHRQ in July, 2007, he was the Senior Health Information Systems Advisor for the President's Emergency Plan for AIDS Relief (PEPFAR) and worked in Africa with a number of countries and international agencies such as the WHO, UNAIDS, and the World Bank to develop and implement national health information systems. Prior to his work in Africa, Mr. Mayes held a senior management post at the Health Care Financing Administration (now CMS) where he was responsible for the quality of care data systems for the U.S. Medicare program. Previous USPHS assignments include the Office of the Surgeon General and the U.S. Indian Health Service. He has chaired a number of national committees dealing with health data standards, including development of HIPAA regulations and has represented the U.S. on international standards committees as well. In addition to his informatics work, Mr. Mayes is a registered nurse with experience in both acute care and community nursing. Mr. Mayes holds degrees in anthropology, nursing, and information management.

Bio Sketch: David Meyers, M.D., has served as the Director of the Center for Primary Care, Prevention, and Clinical Partnerships at AHRQ since February 2008. Prior to this appointment he helped to direct the Center's Practice Practice-Based Research Network initiatives, served as a medical officer with the U.S. Preventive Services Task Force and project officer for the Agency's Health IT portfolio, and in 2007 served as the Center's Acting Director. Before joining AHRQ in 2004, he practiced family medicine including maternity care in a community health center in Southeast Washington, DC, and directed the Georgetown University Department of Family Medicine's practice-based research network, CAPRICORN. He is a graduate of the University of Pennsylvania School of Medicine and the Providence Hospital/Georgetown University Family Practice Residency. After residency, he completed fellowship training in primary care health policy and research at the Georgetown University Department of Family Medicine.
Research Interests: Dr. Meyers' research interests include issues of access and quality of care issues for the underserved and participatory research methodologies.

Bio Sketch: Tess Miller began her career at a New York City advertising agency as a Media Specialist. However, her interest eventually turned to social marketing and public health. She attended the Johns Hopkins University Bloomberg School of Public Health, earning a doctoral degree in Public Health and a Certificate in Health Communications. She has over 10 years experience managing public health projects including the Hospital-Based Rural Health Care Program, Pathways to Adulthood: A Three Generation Urban Study, and the National Evaluation of The Healthy Steps for Young Children Program.
Research Interests: Adolescent reproductive health, child development, community-level interventions, and behavior change.

Role: Kelly M. Morgan manages the day-to-day operations of the Center. She ensures that operational deadlines are met and that available resources are maximized. Based on programmatic initiatives, Ms. Morgan develops spending plans and program budgets including fund allocations for Request For Applications, Request For Contracts, Program Investment Funds, travel, training, conferences and micro purchases. She also is responsible for directing re-programming of funds to support changes in initiatives and organizational needs.

Role: Ms. Mullican is Senior Advisor for Mental Health Research with CP3. She is the program officer for the mental health/substance abuse research portfolio to include the Schizophrenia and Depression Patient Outcomes Research Teams (PORTs), the Child Mental Health research projects, the Domestic Violence projects, as well as several other related RO1 and R03 research grants. In addition, Ms. Mullican is the Lead Program Officer on the Partnerships for Quality Initiative, which is an Agency-wide translation effort that includes a portfolio of 20 Cooperative Agreements and spans 5 Centers. Currently, she serves on a wide variety of multi-agency committees and working groups to include the Federal Partners Senior Workgroup that is developing a National Agenda for Action to the White House New Freedom Commission Report on Mental Health. She also serves on the Department of Health and Human Services (HHS) Science-to-Services committee that is mandated by Congress to examine shared agency research efforts and the improvement of translational processes and the Interagency Coordinating Committee on Fetal Alcohol Syndrome.
Bio Sketch: Ms. Mullican completed her M.P.H. at Johns Hopkins University and received her Bachelor of Science degree in Social Work from Kansas State University. Prior to working at AHRQ, Ms. Mullican spent five years with the National Institute of Mental Health (NIMH), Schizophrenia Research Branch, where she coordinated and managed the Psychosocial Research Program. Before her work with NIMH, Ms. Mullican worked at the Administration on Aging (AoA), where she handled a wide range of discretionary grants. Prior to the AoA, she spent over 10 years in direct services to violent families with a primary focus on child abuse, neglect, and sexual abuse.
Research Interests: At AHRQ, her health services research areas of interest and responsibility are any topics related to mental health and substance abuse.

Role: Sally Phillips serves as the Director of AHRQ's Public Health Emergency Preparedness.
Bio Sketch: Dr. Phillips joined the staff of CP3 in September 2001 as a Senior Nurse Scholar. She managed a portfolio that ranged from her primary area of bioterrorism to multidisciplinary education for safety and related health care workforce initiatives. Prior to joining the AHRQ staff, Dr. Phillips was a Robert Wood Johnson Health Policy Fellow and Health Policy Analyst for Senator Tom Harkin for two years. She brought a wealth of expertise in the area of multidisciplinary education, patient safety legislative initiatives, and curriculum with health professions education to her role at AHRQ. Dr. Phillips joined the AHRQ staff in September 2002 as the Director of the Bioterrorism Preparedness Research Program, now the Public Health Emergency Preparedness Program. She is an accomplished author, consultant, and speaker on public health and medical preparedness and response research initiatives. Dr. Phillips holds a Ph.D. from Case Western Reserve University in Cleveland, OH.

Bio Sketch: Before joining AHRQ, Mr. Quinn was the Health Care Program Manager for Teradata, the global leader in data warehousing and analytic technologies, and was responsible for health care strategy and partnerships for the company. Prior, he led marketing for Quantros, a patient safety and clinical outcomes improvement software company, managed GE Healthcare's “Six Sigma for Healthcare” clinical outcomes performance improvement consulting services and data analytic products, helped build an early Personal Health Record (PHR) company, and served as an Army Engineer Officer. Matt's published work can be seen in a variety of health care and technology publications and journals, and he has spoken at the World Health Care Congress, eHealth Initiative's HIT Summit, and other national and international venues. Matt Quinn earned a B.S. from the United States Military Academy at West Point and an M.B.A. from Colorado State University.

Biosketch: Her early service at AHRQ was as a Scientific Review Officer (SRO) to administrate the extramural evaluation of the merit of various grant applications submitted in response to AHRQ-sponsored Health Information Technology (IT) Funding Opportunity Announcements. She has a special interest in the empowerment of the patient, consumer health informatics, clinical trials, and practice-based research networks (PBRN). Previously, Ms. Roper served as Project Officer for the National Institute for Dental and Craniofacial Research (NIDCR) Dental PBRNS and Administrator for the NIDCR Context within the National Cancer Institute's Bioinformatics Center (caBIG). She previously was the SRO for the review of applications submitted to the NIDCR's continuum of clinical funding opportunity announcements including multisite, phase III randomized clinical trials. Much of Ms. Roper's 20-year Federal Career has been dedicated to monitoring and improving occupational health. At the United States Peace Corps (PC) she monitored and analyzed health care data of PC Volunteers. For the Department of Labor, she conducted risk assessments and significance of risk analyses for the promulgation of various occupational health regulations published in the Federal Register Notice. Ms. Roper received a Bachelor of Science in Health Services Administration from Providence College, a Masters of Science in Biostatistics and Epidemiology from Georgetown University, and a Masters of Public Health in Health Policy and Administration from the University of North Carolina.

Biosketch: Dr. Taliaferro received his doctoral degree in Sociology from the University of California, Riverside, in 1999. He began work at AHRQ that same year in a joint position with the Center for Finance, Access and Cost Trends (CFACT) and the Minority Health Program. He joined the staff of CP3 in 2004.
Research Interests: Racial/Ethnic disparities in access and use of healthcare services, Minority healthcare issues.

Bio Sketch: Captain Tricia Trinité, M.S.P.H., A.P.R.N. is an adult nurse practitioner. She has an M.P.H. with an emphasis in occupational and environmental health. Tricia is a Captain in the U.S. Public Health Service and comes to AHRQ from the Health Resources Services Administration/Bureau of Primary Health Care where she was the Director of the BPHC Health Disparities Collaborative, a large quality improvement program involving large scale system changes in over 500 primary care organizations that provide health care access to medically underserved communities. Professional areas of interest and experience include public health, prevention, geriatrics, primary care delivery systems, and quality of care.
Research Interests: Improving the quality of care and health outcomes with a focus on supporting health care system change.

Role: Jon joined AHRQ as a senior service fellow for health care IT. He is involved in the activities of the health care IT portfolio of CP3, including the THQIT grants and State demonstration contracts.
Bio Sketch: Jon is a family physician and Virginia native. He received his M.D. from the University of Virginia and trained as a resident at Lancaster General Hospital in Pennsylvania, where he received the American Academy of Family Physicians (AAFP)/Mead Johnson Award for Graduate Education. He has experience in healthcare IT development and implementation in the ambulatory and acute settings and was most recently CMIO and associate residency director of Lancaster General. Jon is active in the AAFP, American Medical Informatics Association (AMIA), and Healthcare Information and Management Systems Society (HIMSS). His interests include practical application of IT to improve healthcare and medical history.

Role: Currently, Dr. Wolff is a Medical Officer and Senior Service Fellow with the U.S. Preventive Services Task Force (USPSTF) Program at CP3. In this capacity, she provides technical assistance to the USPSTF in the formulation of recommendations on preventive services provided in primary care settings. The technical assistance she provides to the USPSTF includes drafting recommendations, conducting targeted evidence reviews that are used by the USPSTF in updating their recommendations, assisting in the coordination of USPSTF meetings, and serving as a peer reviewer for the USPSTF evidence reviews and products. She leads the USPSTF Topic Prioritization and Geriatric workgroups and has collaborated with the USPSTF in the development of new methods of developing recommendations for geriatric populations.
Bio Sketch: Dr. Wolff is a board-certified physician trained in both family medicine and preventive medicine. Dr. Wolff is a Clinical Instructor in the Department of Family Medicine at the University of Maryland. She completed a family medicine residency at the University of Maryland and a preventive medicine residency at Johns Hopkins University. She received a Master of Public Health degree from Johns Hopkins University School of Public Health with emphases on Health Policy and Planning and Maternal and Child Health. Dr. Wolff's past research experience includes a primary care research fellowship jointly administered by Johns Hopkins University and the University of Maryland.
Research Interests: General prevention, training in preventive medicine, cervical dysplasia in women with HIV, racial disparities in air pollution exposures, and racial disparities in birth outcomes.

Role: Teresa Zayas-Caban joined AHRQ in January 2007 as the Senior Manager of the Health Information Technology Portfolio. She oversees research conducted through grants and contracts demonstrating the value of health IT and enabling patient-centered care and champions efforts to improve personal health information management through the use of health IT.
Bio Sketch: Dr. Zayas-Caban most recently was a Computation and Informatics in Biology and Medicine program short-term, post-doctoral trainee. During her traineeship, she examined the informed-consent process for health research projects to discover factors that influence the quality of decisions made by potential participants about whether or not to participate in a study. Prior to that, Dr. Zayas Caban was a National Science Foundation Graduate Research Fellow in industrial engineering at the University of Wisconsin-Madison. Through her dissertation work she developed a methodology that captures the location and distribution of health information in the home. The methodology can be used to obtain design requirements for the development of in-home consumer health informatics applications. Her interests include how to apply human factors engineering concepts in the home environment, how to capture home health information management work, and access to care. While pursuing her doctorate, she worked with Partners HealthCare Clinical Informatics Research and Development, Boston Children's Hospital Informatics Program, and the Dana-Farber/Harvard Cancer Center's (DF/HCC) Cancer Care in Massachusetts (CAMA) project.
