Moorhead Appointed as Deputy Under Secretary of Labor for International Affairs [10/03/2001]

WASHINGTON- Secretary of Labor Elaine L. Chao announced today that she has appointed Thomas B. Moorhead as the deputy under secretary of labor for international affairs.

"With his depth of experience in international labor issues, Moorhead will provide invaluable counsel to me and to the administration on labor related trade matters," Chao said.

The Bureau of International Labor Affairs carries out the Department of Labor's international responsibilities. The bureau is responsible for developing departmental policy and programs relating to international labor activities, and coordinating departmental international activities involving other U.S. Government agencies, intergovernmental organizations and nongovernmental organizations. Moorhead will represent the U.S. government before the International Labor Organization and will aid on implementation of the North American Agreement on Labor Cooperation, the labor side agreement to NAFTA.

Moorhead previously was vice president of human resources for Carter-Wallace, Inc. a leading pharmaceutical firm, where he was responsible for their worldwide human resource function.

Moorhead was appointed seven times as a member of the United States delegation to the International Labor Conference, where he served as the U.S. employer delegate for four years. At the 2000 International Labor Conference, Moorhead served as employer vice president of the Conference. Recently, he led the U.S. employer delegation to the ILO Asian Regional Meeting in Bangkok, Thailand and the ILO Americas Regional Meeting in Lima, Peru.

Moorhead holds a bachelor of arts degree from Yale University and a doctor of laws degree from the University of Pennsylvania. In addition, he graduated from New York University with a master of laws degree with a field of concentration in international business law, and has studied at The Hague Academy of International Law in the Netherlands.

Moorhead is a 34-year resident of New Canaan, Connecticut.
