U.S. Secretary of Labor Elaine L. Chao Visits Disabled Orphans at Langfang Children’s Village

Four-Day Trip Highlights Expanded Efforts to Strengthen Worker Protections

BEIJING—U.S. Secretary of Labor Elaine L. Chao today visited children living at Langfang Children’s Village in Langfang, China. Langfang Children’s Village is home to 80 special needs orphans of ages one month to five years from five different orphanages throughout China.

“President George W. Bush has a long-standing commitment to ensuring that people with disabilities are welcomed into every aspect of American life. At the Department of Labor, we are making this commitment a reality through programs that help Americans with disabilities integrate into the mainstream American workforce. So I was especially pleased today to visit with special needs children who will have bright futures because of the work of the Langfang Children’s village,” said Secretary Elaine L. Chao.

Langfang Children’s Village is operated by the Phillip Hayden Foundation and contains seven children’s homes, including: Luke’s House; House of Joy; House of Love; House of Peace; Samaritan House; Abundant Life House and Little Lambs Preschool. The Phillip Hayden Foundation often receives abandoned and special needs children and provides them with both surgical treatment to correct their special needs and ongoing medical treatment. Since 1996, the Phillip Hayden Foundation has provided medical treatment to 2,500 Chinese orphans.

Langfang Children’s Village is designed to model a family environment. Every child lives in a freestanding home with house parents and a yard in which to play. Although Phillip Hayden Foundation is not an adoption agency, it has helped 500 children navigate through the adoption process. Phillip Hayden Foundation works with adoption agencies to help place children with loving families in many different countries, including North America, Europe, New Zealand and China.
