Objective:

Thousands of municipalities across the United States deal with the chronic problem of sanitary sewer overflows which are the result of infiltration and inflow (I/I) of wet weather flows, blockages, or restrictions in the collection system. These overflows pose a great risk to the quality of the surface waters and to public health by contamination from suspended solids, biodegradable organics, nutrients, and pathogenic organisms. Equally as great as the environmental problems caused by overflows is the financial impact, estimated to cost in the tens of billions of dollars annually in the United States annually. Because as much as 70 percent to 80 percent of the infiltration load is contributed by building connections to the street or laterals, and since approximately one-half of a municipality’s sewers are located on private property, the impact of I/I from this sector is of major consequence on overloading collection systems and treatment facilities. However, Primarily because of legal issues, however, most of the focus of rehabilitation and repair is on the municipally owned system.

This subproject investigates at how municipalities address the questions of who pays for and enforces the maintenance of private property lines; and how municipalities handle the issue of access. The results of this subproject will enhance the ability of the regulatory community in dealing with the reduction of sanitary sewer overflows and infiltration inflow from private property and assist in addressing the legal issues of private property and non- National Pollutant Discharge Elimination System sources of sanitary sewer overflows.
