The Office of Labor-Management Standards ensures union democracy, transparency, and financial integrity.

OLMS Customer Service

I. Agency Mission and Purpose:

The Office of Labor-Management Standards (OLMS) mission is to administer provisions of the Labor-Management Reporting and Disclosure Act of 1959, as amended (LMRDA), which primarily establishes standards for labor union democracy and financial integrity and requires reporting and public disclosure of union reports. OLMS strives toward the elimination or prevention of improper or corrupt practices by labor unions and their officers and representatives, combats those serious violations of the LMRDA and related acts covering Federal employee unions which interfere with democratic procedures within labor organizations, and helps unions improve their organizational and administrative effectiveness. OLMS also has the mission to protect mass-transit employees who may be affected by Federal funds as outlined in 49 U.S.C. §5333(b), commonly referred to as Section 13(c) of the Federal Transit law.

II. Description and Identification of the Customers and the Services Provided:

We provide public access to labor union information and financial reports filed with the Department.

III. OLMS Customer Service Standards: OLMS Public Disclosure

OLMS is committed to quality customer service and pledges to:

  • Treat every customer courteously
  • Provide timely access to public disclosure documents
  • Assist customers in understanding the reporting requirements
  • Redirect customers if OLMS cannot address their concerns

IV. Actions for Improving Priority Areas:

OLMS has published a compliance assistance pamphlet titled Public Disclosure Under the LMRDA which explains how to examine and obtain copies of reports required of labor unions, employers, surety companies, and certain individuals.
