History of AccessAbility

AccessAbility, Inc., founded in 1948, is a non-profit organization providing training, services and work opportunities to help individuals become self-sufficient through successful, long-term employment. We not only serve individuals with disabilities, we also serve an increasing population of immigrants, refugees and others with significant barriers to achieving self-sufficiency in our communities. AccessAbility, Inc., a $4.5 million business, employs over 400 individuals.

The approach to our mission is to develop business partnerships to help businesses achieve their goals by providing qualified workers and business services. The latest in technology, including utilization of adaptive technology, skills enhancement technology, and the most up-to-date equipment is a primary focus of both business services and training offered by our organization. We have direct access to industry expertise for our various services through our advisory boards and business partnerships.

 

Document Conversion Business History

In 1998, an eighteen-month pilot project, known as Changing Futures, was launched with the help of 3M, United Way, the State Department of Rehabilitation Services, and Courage Center. The goal was to create an employment program for individuals with severe disabilities that would train and hire people to do resume processing, data entry, scanning, and Internet research/data gathering. The pilot project concluded on December 31, 1999 and developed into a "full-blown" business in 2000.

In June 2000, the capability of document storage and retrieval utilizing turnkey CD-ROM technology was added to the list of services offered. We currently have contracts with several local businesses and educational institutions and our document conversion business continues to grow. We successfully compete with for-profit document conversion services. We are recognized as a leader due to our accuracy levels, turnaround time, and technical assistance to our customers.

Geographic Coverage

The 48 Contiguous States, District of Columbia, Alaska, Hawaii, and Puerto Rico, and delivery of documents to port of embarkation for overseas locations. Overseas locations may mail or otherwise transport DCS projects to AccessAbility for processing on site.

Point of Production

Document conversion and destruction work will take place primarily at AccessAbility s site unless otherwise specified in the ordering activity s task order. If services are to be performed at the ordering activity s site then the ordering activity must make facilities and power available.

Discounts

Prices herein already reflect discounts to the Government. Additional discounts are earned as follows:

Two discount options are available. The customer may choose which of the following they would like to receive.

Volume Discount Orders over 500,000 documents will receive a 3% discount. Orders over 1,000,000 documents will receive a 5% discount

Customer Loyalty Discount 1% discount will be applied on the second order received from the same customer. An additional 1% will apply for each order up to a total of 5%. Minimum 200,000 documents are required per order.

Volume Discount- Orders over 500,000 pages will receive a 3% discount. Orders over 1,000,000 pages will receive a 5% discount.

The variables used for pricing also dictate the turnaround that can be expected for each order. Since there are multiple variables, delivery dates will be negotiated with each delivery order.

Urgent Requirements

When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. Professional Service Descriptions

1. Document Preparation and Handling

Pre and post-conversion document handling includes tracking, organizing, and sorting documents, removing staples, clips, and bindings, mounting of undersized documents, repair of damaged/ripped pages and re-assembly of the documents after conversion. Document preparation service is the most difficult to identify costs, as there are many variables.

2. Document Scanning

Raster Scanning of paper sizes up to 8.5 x 14 at 300 dpi or less as requested by customer. This service scans the hard copy document and converts it to an electronic image file in an industry standard format.

Documents can be scanned in either simplex or duplex mode. Images will be compressed using CCITT Group IV algorithms. Quality control is performed through an image-by image check. De-speckling and de-skewing are also performed. Scanning service costs vary based on the following:

3. Optical Character Recognition (OCR)

This service converts an image file into a computer-readable text file. The computer-readable text file allows an application to be able to search it for keywords or phrases. OCR software programs are able to perform this service with an accuracy rate of approximately 95%. The cost of this service is mainly dependent on the quality of the page being converted. Basic OCR services are defined as simple pages containing only text and small amounts of graphics. An increase in cost occurs for complex work containing graphics, background shading or watermarks, and lower text quality or small font size.

4. Optical Character Correction

OCR correct is a service that involves a field-by-field correction of all questionable text or numbers. During the OCR conversion, the program marks questionable text or numbers as suspects. If an error exists, the operator will manually correct. A verification program will then be run to allow the suspected errors to be corrected. OCR Correct provides a 99.5% accuracy rate.

5. Indexing

This service provides data entry of key information and verification of specified index fields. AccessAbility, Inc.

staff works closely with the customer in defining their requirements for coding and indexing of documents. Basic indexing includes up to three fields, up to 30 characters total, located peripherally on the page for each document. Quality Assurance is performed on all work resulting in 99.9% accuracy.

6. Deliverable Media

Converted data will be pre-mastered in accordance with the ISO 9660, Volume Structure of CD-ROM information Exchange specification. CD-ROM Masters will be produced in accordance with industry standards.

7. Document Destruction

This service provides destruction of documents in a secure environment. Prices are based on a per pound rate.

 

Special Services

1. Requirement Analysis and Process Design

A thorough document conversion requirement assessment will be performed prior to finalizing the scope of the project. A complete Project Design document would be created and delivered to the customer within a specified timeframe. Analysis would include review of customer s capabilities, infrastructure, and short term and long- term needs and objectives. Important criteria such as hardware and software infrastructure, data distribution requirements, and output media would be determined and documented. Overall volume and turnaround requirements would be established.

2. Electronic Format Conversion

PDF Image Only Paper documents are scanned at 300dpi and verified for readability and quality. The images are converted to PDF format using Adobe Acrobat.

PDF Image Plus Edited Documents are scanned and converted to ASCII format using OCR software. Text of 6pt or greater is verified and corrected to achieve accuracy of 99.5% or greater. Converted numbers are verified for 100% accuracy. Graphics are verified and saved as a raster image. This edited document is converted to PDF Plus Text files.

PDF Normal Scanning, ASCII conversion, OCR processing and verification are performed. The document is converted to a PDF Normal file.

Hyperlinking After PDF Normal processing, hyperlinks are created for all items identified by the customer. Items can include indexes, internal references, table of contents, and directories. Thumbnails and bookmarks can be created for each document.

Other File formats Scanned documents can also be converted to other file formats such as JPEG or GIF.

Document Storage can be provided on a customer specific basis.

4. Exceptions Scanning

Other scanning services such as large format, graphic, spreadsheets, etc., will be provided on a customer specific basis.

5. Microfilm/Microfiche

The process of transferring paper media onto film by use of a variety of cameras. Microfilm is then converted to microfiche by the use of a jacket loader. Generally between 60-70 images fit into a Mylar sleeve, commonly referred to as a fiche or jacket. The paper can be a wide variety of formats including continuous form computer print, 8-1/2 x 11 sheets or architectural drawings shot on 35mm film.
