Director's Bio

Jim L. Swart was named Director of the Office of Drug and Alcohol Policy and Compliance. He is uniquely qualified for this position, having served as ODAPC’s Acting Director since August, 2006, and prior to that as Deputy Director.

Jim has worked in drug and alcohol programming across the Federal government, including overseas assignments with the Department of Defense. He served in Germany as a Clinical Director for Army in-patient and out-patient treatment programs and as Alcohol and Drug Control Officer in the Worms and Mannheim Military Communities.

He was also Chief of Oversight for the U.S. Army Drug and Alcohol Operations Agency, and was responsible for evaluating and standardizing key components of Army drug and alcohol programs, worldwide.

Jim came to DOT in 1994 following an assignment with the Department of the Interior. At ODAPC, he has successfully implemented a One-DOT approach to transportation industry testing programs with the DOT Agencies and the U.S. Coast Guard.

Jim holds a Master of Science in Social Work degree from the University of Louisville and is the recipient of numerous awards.
