* Non-government websites that we link to must self-certify that they are COPPA compliant




* Internet Content Rating Association (ICRA):
* Generates a Content Label which is added to a website. 
* Labels are read by browsers.  They  will disallow access to web sites based on the label information


	Linking priority:
* Primarily government links
* Non-profit organizations and education sites
* Commercial websites are provided as supplementary information

	Link evaluation criteria:
* Primary intent of the site is to educate and inform
* Site information falls into one of our categories
* Site is targeted for kids (ages 5-13)
* Site sponsor clearly identifiable
* Site does not promote specific religious or social agendas.
