Dear Access Board;
I am Laine C. Gardinier. I am a member of the Rose City Chapter of the National
Federation of the Blind.
I believe that in most cases, audible signals aren't necessary. I am currently
being taught cane mobility,
and I am being instructed to listen to the traffic sounds to judge distance,
patterns of direction, and
heaviness of flow. I think an audible signal may be useful on lightly traveled
yet unusually laid out intersections, but would b e confusing at all
intersections.
