In the EU, the REACH Regulation (1907/2006) imposes new regulatory burdens on manufacturers and importers of substances and articles. The impact of this Regulation is already reverberating throughout the world. Registration is required for most substances manufactured or imported in quantities greater than 1 tonne per year. The registration dossier will include a suite of toxicology and ecotoxicology data; available data will be shared among registrants of the same substance through a Substance Information Exchange Forum.

For substances manufactured or imported in quantities greater than 10 tonnes per year, Chemical Safety Assessments are required for each identified use.

Other regulatory mechanisms created by REACH include Evaluation, Authorization, and Restriction, each of which will require scientific support to the chemicals manufacturing sector.

Though the regulatory burden nominally falls on EU-based industries, companies in the US and elsewhere who export substances or items into the EU will be affected by the new rules.
