STATE GOVERNMENT TAX COLLECTIONS SURVEY

PURPOSE

To provide annual statistics on state government tax revenues. The United States Code, Title 13, authorizes this survey and responses are voluntary.

COVERAGE

The tax revenue collected by all 50 state governments.

CONTENT

State governments report tax revenues by type of tax. States report data for more than 25 designated tax classifications including sales and gross receipts, individual income, corporate income, motor fuels, motor vehicle licenses, and severance taxes. Within each tax classification, detail is specific to the revenue structure of each individual state.

FREQUENCY

Data collection begins in October, and continues for about 9 months. Data are reported for tax collections during the states’ preceding fiscal year. Collected annually since 1954, data not comparable to current data were collected periodically for years 1939 through 1950. No data were collected for years 1951 through 1953.

METHODS

An enumeration of all 50 states. Most data are collected by mail-out/mail-back survey for states. Data are provided in diverse individual formats by the remaining states and reformatted for this survey. Forms are sent to agencies in each state that are responsible for tax collections (such as revenue departments, and budget and finance offices), and up to 10 agencies may be contacted within a state.

PRODUCTS

State Government Tax Collections reports are released approximately 9 months after the reference period. The reports contain national totals by type of tax with historical comparisons, and state totals for major taxes including detail where available. Additional statistics are provided on fiscal years, population, and taxes per capita. Included are definitions for the designated tax classifications, and footnotes explaining any major changes in state tax codes.

USES

The Bureau of Economic Analysis and the Federal Reserve Board use the data for econometric models of the economy. State and local governments use the data for trend analysis in various types of taxes and regional comparisons. Business and financial market analysts follow tax trends through these data.

SPECIAL FEATURES

Provides current and nationally consistent data on state tax revenues, an important indicator of the fiscal condition of state governments.
