The requests
for proposals (RFPs) were selected from among 2004 and 2005 Workforce
Investment Board (WIB) grantees that are sub-contracting with Faith-Based and
Community Organizations (FBCOs) to provide workforce development and support
services. The following RFPs were selected a sample resources based on clarity
of format and content as well as representation of a unique project design and
model.
- Area
Community Services Employment & Training Council (ACSET), Grand Rapids,
Michigan
The RFP of ACSET features a project design leveraging the
assets of FBCOs to connect ex-offenders with employment and training resources
of the Michigan Works! Service System in Kent County. The project also links
with current efforts to serve ex-offenders under the Michigan Prisoner Re-Entry
Initiative (MPRI) and joining with the work of the Re-Entry Roundtable
(non-for-profit corporation). The RFP includes skills certification level
requirements for program participants. The solicitation shows how to target
both grassroots applicants with prior experience in serving disadvantaged or
incarcerated persons as well as those without prior experience.
- Cumberland/Salem
Workforce Investment Board, New Jersey
The RFP solicits proposals from
12 FBCOs interested in helping individuals prepare for and sustain employment
by providing the following services: staffing of computer labs onsite of the
FBCO facility, coordinating community outreach, providing information about
training in demand occupations, providing job referrals, and referring
customers to the One Stop Career Center. It includes success factors for
sustainability and asks the applicant to commit to these conditions (e.g.
attending grant writing workshop, applying for other grants, and joining
boards). The RPF uses simple language and assigns evaluation criteria according
to description of services provided.

Northern
Virginia Workforce Investment Board, Virginia
The SkillSource Group
Inc., the nonprofit entity of the Northern Virginia WIB, seeks procurement of
contracts to provide direct client employment and training services. FBCO
applicants are eligible for grants ranging from $5,000 to $25,000. The RFP
requests that projects target job placement and career advancement in three
regional high growth sectors retail, healthcare, and construction. The
RFP contains helpful examples of the types of services that FBCO can provide.
It requests that applicants propose a specific placement goal in their
application reflective of the amount of grant funding being sought.
