To Whom It May Concern:

My name is Judy Scott and I have been blind all my life. I am also a teacher at the Arkansas School for the Blind.

I know from both personal and professional experience that blind people can and do cross lighted intersections every day without audible pedestrian signals. Anything that covers up the sound of moving or stopped traffic is dangerous to those of us who rely on hearing. Vehicles do not always obey traffic lights and we need to hear what they are doing.

These should not be installed anywhere. If anything needs to be installed, use the vibrotactile warning systems and then only sparingly because they are not usually needed and they are expensive. Money would be more wisely spent on public transportation so that we can have a better chance to go and do what we want, including getting more and better jobs.
