My husband and I have been blind travelers all our lives. He learned to use a cane early in life and used the street crossing techniques recommended on the radio to all sighted children. I learned to travel a little later but had to learn the same techniques.

One of the things that has always been important to us is the ability to hear which way the traffic is moving at any given time. AS I understand it, your proposed regulations could place as many as eight beeping poles at each corner. This would be confusing and would produce a cacophonic nightmare, guaranteed to cause ill will toward every blind person in the country.

We suggest vibrotactile signals be used on particularly troublesome corners, for example, where more than two streets come together. They should vibrate when the signal says "walk." We thank you in advance for your consideration of our comments.
