SUBJECT: Tentative Draft, For Discussion Purposes 
Only, of Proposed New Regulations,
Parts 1, 3, and 5 of Title 29 of the
Code of Federal Regulations.
Enclosed is a copy of a tentative draft, for
discussion purposes only, of our proposed new Regulations,
Parts 1, 3, and 5. Although it was our intention to publish
these Regulations with an effective date of October 12th
(as mentioned on page 2 of the enclosure), we have concluded
that it would be preferable to suspend publication until we
have afforded the various Federal contracting agencies and
other interested parties prior opportunity to review these
proposals and submit to us any comments they may have thereon.
Should you desire to comment on the enclosed tentative
draft of the new Regulations, Parts 1, 3, and 5, it would be
sincerely appreciated if such comments would be submitted to
us as soon as possible, and not later than December 3, 1962.
