(II) U.S. DEPARTMENT OF LABOR WAGE AND OUR AND PUBLIC CONTRACTS DIVISIONS WASHINGTON, D.C. 20110 July 20, 1971 MEMORANIU4 #98 TO: All Government Contracting Agencies of the Federal Government and the District of Columbia SUBJECT: PUBLICATION OF DAVIS-BACON AND RELATED ACTS AREA WAGE DECISIONS IN FEDERAL RESISTER After careful review with representatives of the principal contracting agencies, the Department of Labor has worked out an arrangement to publish all area (general) Davis-Bacon and Related Acts wage determina- tions in the Federal Register. The Federal Register will thus become the official point of reference for contracting agencies which now use these area wage determinations in the contract process. Wage determina- tions issued for specific projects will not be published in the Federal Register; these will continue to be furnished by the Department of Labor to the agencies which requested them. At present there are approximately 400 area determinations and it is expected that the number will increase in the future. If no determina- tion for a particular State is included in the Federal Register on the publication date for that State as set out below, this means that no area wage determination has been issued for any locality in that State. In all instances the geographic scope of a particular area determination - the limits of its application - will be clearly stated in the heading. We will begin publishing area wage determinations in the Federal Register for Friday, August 6, 1971, beginning with the States of Connecticut, Maine, New Hampshire, Vermont, Massachusetts, and Rhode Island. Area wage determinations for the States of New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, West Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, and for the District of Columbia, the Virgin Islands, and Puerto Rico will be published on August 13, 1971. Area wage determinations for the States of Illinois, Indiana, Michigan, Ohio, Minnesota, and Wisconsin will be published on Friday, August 20, 1971. 2 Area wage determinations for Missouri, Kansas, Nebraska, Iowa, Oklahoma, Texas, Louisiana, Arkansas, New Mexico, Alaska, Idaho, Oregon, and Washington will be published on Friday, August 27, 1971. The area wage determinations for the remaining States, North Dakota, South Dakota, Wyoming, Colorado, Utah, Montana, Nevada, Arizona, California, and Hawaii, and for Guam, will be published on September 3, 1971. These determinations will be published as a supplement to the Federal Register on the particular Gates given above. Copies of these supple- ments may be ordered in advance from the Federal Register, using regular agency channels. From time to time it will be necessary to make changes in these area determinations prior to expiration (120 6.ays). Such changes will be published in a Friday issue of the Federal Register. On occasion the whole determination will be republished for clarity and to avoid paper- work. New area wage determinations will also be published in a Friday Federal Register. Unless otherwise provided, the replacement or modification date for a particular area wage determination will be the date of publication in the Federal Register. Each contracting agency must take steps to see that individual contract- ing officers are properly informed of this change and receive all necessary determinations. Horace E. Manasco Administrator
