SUBJECT: Publication of the Service Contract Wage
Determination Manual of Operation
The subject Manual has been developed as the basic reference
document for preparation of wage determinations under the Service
Contract Act (SCA). It is intended to be a working guide for
Wage and Hour Division employees as well as an information
resource for the Federal procurement agencies, large government
service contractors, and various associations and unions. The
discussion regarding SCA coverage and the methodology for BLS
surveys are general background material and should not be
interpreted as the authoritative statements on the SCA coverage
or on the BLS survey process.
The SCA Manual may be purchased from the Superintendent of
Documents. The cost of the manual is $31.00 and copies may be
