2009 Excellence in Utility Relocation and Accommodation Awards

The next steps:

Nominations for the Excellence in Utility Relocation and Accommodation Awards will be accepted through November 21, 2008. Nominations may be submitted for awards in any of the categories below. Nominations will be rated by a panel of transportation and utility professionals on how successful the nominations exemplify the criteria established for each category.

The awards will be announced at the annual meeting of the American Association of State Highway Transportation Officials (AASHTO) Subcommittee on Right-of-Way and Utilities Conference in April 2009 in Oklahoma City, Oklahoma.

Eligibility

To be eligible for these awards, each nomination must comply with the following:

  • Transportation projects that utilized Federal-aid funding or are located on the National Highway System;

  • Design of a project began between January 1, 2006 and September 30, 2008; or
  • Construction of a project was substantially completed between January 1, 2006 and September 30, 2008; or
  • Initiatives targeting improved utility relocation and accommodation activities were implemented between January 1, 2006 and September 30, 2008.
  • A complete nomination package must be submitted through this web site by midnight, Eastern Standard Time, on November 21, 2008

Categories

Project Development: For a specific transportation project, the individual, group or team who:

  • Planned and designed a complex project involving the relocation or accommodation of utilities;
  • Employed an exceptional collaborative process with utility stakeholders throughout the entire project development process;
  • Demonstrated successful use of value engineering and other quality improvement techniques to benefit the utility-related design activities of the project
  • Successfully kept the utility-related activities off the "critical path" of the project; and
  • Completed the design of the project on or ahead of schedule and within budget.

Construction Management: For a specific transportation project, the individual, group or team who:

  • Conducted construction engineering/oversight activities on a complex project involving the relocation or accommodation of utilities;
  • Employed a collaborative process which effectively involved and addressed the considerations of the utility stakeholders throughout the construction of the project;
  • Utilized an innovative or non-traditional approach to address a particular utility relocation or accommodation challenge encountered during construction; and
  • Successfully avoided or minimized contract modifications/change orders resulting from utility related challenges encountered during construction.

Innovation: the individual, group or team who:

  • Incorporated a new or innovative technology or process during design or construction of a project that resulted in the relocation or accommodation of utilities in a more timely and cost effective manner; or
  • Incorporated a new or innovative technology, process or practice that significantly enhanced the administration or management of the utility program at their organization or agency.

Incentives for Utility Relocation: For a specific transportation project, the team, group or individual who:

  • Utilized creative techniques to establish the utility relocation incentives implemented on the project;
  • Specified non-traditional or aggressive incentives; and
  • Achieved completion of a project on time or ahead of schedule as a result of including relocation incentives on the project.

Utility Program Leadership: the individual or team who:

  • Demonstrated exceptional team-building and consensus-building skills to advance the utility discipline at their agency or organization;
  • Advocated research and technology development and/or deployment that benefited the utility discipline;
  • Implemented policies or initiatives that better integrated the consideration of utility relocation and accommodation issues within the project planning, design and construction processes at their agency or organization

Photos

  • At least one photo is required to be submitted
  • Minimum 300 dpi
  • File format must be .jpg or .gif
  • The photos become property of FHWA

Judging

Panels of individuals who have specific expertise in the category will be assembled to judge the nominations. Each panel member will score the nomination according to the category criteria. The scores will be tallied and then the panel will meet via teleconference to select the award recipients.
