GSA's Mid-Atlantic Region Welcomes New Regional AdministratorGSA # 9918 January 7, 2002 PHILADELPHIA - Barbara L. Shelton became the General Services Administration Mid-Atlantic Regional Administrator today. Formerly with the Department of Labor and Industry of the Commonwealth of Pennsylvania, Ms. Shelton was sworn-in by GSA Administrator Stephen A. Perry during a special morning ceremony. "Barbara has done a marvelous job during her tenure with the Commonwealth of Pennsylvania," said Mr. Perry. "I know she will lead the region with the same integrity and energy." In her role as principal executive of the region, Ms. Shelton will head a GSA workforce of 1,302 associates across Pennsylvania, Southern New Jersey, Delaware, West Virginia, Maryland and Virginia (except Washington, D.C., and its surrounding counties). Headquartered in Philadelphia, GSA's Mid-Atlantic Region has an annual operating budget estimated at $495 million and a real estate portfolio that includes 165 government-owned buildings and leased space in 553 commercial buildings. Most recently, Ms. Shelton served as the Deputy Secretary for Administration at the Department of Labor and Industry in Pennsylvania. Prior to 2000, she was the Deputy Secretary for Procurement with the Department of General Services for the Commonwealth of Pennsylvania, the state equivalent of GSA, a position she held for four years. As the Commonwealth's chief procurement officer, Ms. Shelton partnered with the Governor's Office of Information Technology and the Governor's Office of Budget/Comptroller Operation to simplify the procurement of over $4 billion in supplies and services. She was involved in the passage and implementation of Act 57 of 1998 - Procurement Reform, the most far-reaching procurement legislation seen since the passage of the Administrative Code of 1929. Ms. Shelton earned a bachelor of science degree in industrial engineering from University of Pittsburgh in 1979. She later graduated from Columbia University in 1994 with a master's degree in business administration. She is originally from Pennsylvania and has also lived in Virginia and Connecticut. GSA is a centralized federal procurement and property management agency created by Congress to improve government efficiency and help federal agencies better serve the public. It acquires, on behalf of federal agencies, office space, equipment, telecommunications, information technology, supplies and services. GSA, comprised of 14,000 associates, provides services and solutions for the office operations of over 1 million federal workers located in 8,300 government -owned and leased buildings in 1,600 U.S. communities.
