Eight GSA Executives Honored with Presidential Rank AwardsGSA # 9992 November 26, 2002 WASHINGTON, D.C. - Eight executives from the U.S. General Services Administration were among those recently honored by President George W. Bush as Presidential Rank Award winners for 2002. The Presidential Rank of Distinguished Executive was awarded to Chief People Officer Gail T. Lovelace and former Deputy Regional Administrator-Great Lakes Region Kenneth J. Kalscheur. The six associates recognized with the Presidential Rank Award for Meritorious Executive are FSS Deputy Commissioner Lester D. Gray; PBS Deputy Commissioner Paul E. Chistolini; Deputy Regional Administrator Annie W. Everett (National Capital Region); Deputy Regional Administrator Bond R. Faulwell (Heartland Region); Assistant Regional Administrator-PBS Anthony E. Costa (National Capital Region); and Assistant Regional Administrator-PBS Jan L. Ziegler (Mid-Atlantic Region). Only 1 percent of career members of the Senior Executive Service receive the award for Distinguished Executive, which recognizes the achievement of extraordinary results. The Meritorious Executive rank is awarded for sustained accomplishment, with only 5 percent of SES career members receiving this award. The percent of SES career members who may receive each award in 2002 is based on the government-wide SES population as of September 30, 2001. The selection process for award winners begins with a nomination by their agency heads. Nominees are then evaluated with a focus on leadership and results by boards of private citizens before being submitted to the President for approval. Presidential Rank Awards 2002 Distinguished Executive Award Winners: Gail T. Lovelace, Chief People Officer - Ms. Lovelace's notable achievements include the development and implementation of the Comprehensive Human Resources Integrated System (CHRIS), an information technology system, to leverage technology to support human resource management processes for GSA associates and other Federal clients. In addition, Ms. Lovelace actively engaged GSA executives and other associates in GSA's World-Class Workforce initiative to focus attention on attracting and retaining a workforce with the right skills to support the current and future success of GSA. Distinguished Executive, Kenneth J. Kalscheur, former Deputy Regional Administrator-Great Lakes Region - Mr. Kalscheur led several national GSA initiatives over the last five years, dramatically changing GSA's stance on customer service and the quality of its workforce. Mr. Kalscheur led a national initiative to identify factors that differentiate between thrilling customers and merely satisfying them, and was a primary driver behind GSA's World-Class Workforce initiative. He also served as National Program Manager for the Census/GSA Joint Venture 2000 and delivered 1,027 offices, totaling 4.5 million sq.ft. of space, across all 50 states and Puerto Rico in support of the Bureau of the Census' 2000 census. Meritorious Executive Award Winners: Lester D. Gray Jr., Deputy Commissioner, Federal Supply Service - Mr. Gray was instrumental in the creation of an FSS strategic performance measurement system, the cornerstone for FSS's strategic and business planning system, and one of FSS' most noteworthy accomplishments in 2001. Under Mr. Gray's leadership, the GSA Fleet program expanded by over 32,000 vehicles, with cumulative savings associated with this fleet growth of more than $120 million. Paul E. Chistolini, Deputy Commissioner, Public Buildings Service - Mr. Chistolini has been credited with dramatically transforming the manner in which PBS operates, improving internal business practices, benchmarking internally and against equivalent commercial organizations, and emphasizing financial and other performance measures. Mr. Chistolini was instrumental in creating the 'Linking Budget to Performance' initiative, now in use nationwide. Annie W. Everett, Deputy Regional Administrator, National Capital Region - Mrs. Everett was the driving force behind the region's initiative to restructure itself into a customer-focused, cost driven service delivery operation. Her commitment to excellence has led to the implementation of more than 450 regional innovations resulting in increased efficiency, reducing lead-time by 40% for housing customers, and reducing costs and improving internal processes and practices. Bond R. Faulwell, Deputy Regional Administrator, Heartland Region - Mr. Faulwell's efforts in the region have included support for the transformation of Information Technology Solutions, once a fledgling program within GSA's Federal Technology Service, into the largest revenue source for FTS. The region ranks first nationally in PBS and FTS customer satisfaction and is outstanding in the Federal Supply Service where local measurement efforts have been implemented. Anthony E. Costa, Assistant Regional Administrator, Public Buildings Service, National Capital Region - Mr. Costa has been instrumental in changing the way PBS conducts business, leading the agency in managing its portfolio more effectively and sharpening its focus on customers. As ARA in NCR, he has spearheaded several major initiatives, including integration of regional financial plans with daily business operations and a renewed and redesigned approach to the stewardship of legacy properties. Jan L. Ziegler, Assistant Regional Administrator, Public Buildings Service, Mid-Atlantic Region - Ms. Ziegler has provided leadership on most of the national initiatives for PBS and was instrumental in defining PBS business strategy, providing a key voice in e-Commerce discussions and strategy.
