INS Signs Memorandum of Agreement with GSAGSA #9737 September 25, 2000
"We are pleased to enter into this partnership with INS. It is a "good government" initiative which will enable them to accomplish their mission even more effectively," said PBS Deputy Commissioner Paul Chistolini. The partnership agreement includes services for: real estate planning, acquisition, leasing, administration, and facility management; There has been a significant need for the expansion of existing INS facilities and construction of new facilities nationwide. This is due to a substantial increases in INS personnel required to enforce the immigration laws of the United States, combined with increased growth in the number of people crossing the U.S. borders, as well as the increased service levels needed to support legal immigrants. To support this need, the INS has requested the GSA to establish an Executive Real Estate Management Program that will update, streamline, adjust, and standardize real estate services and processes to deliver projects in a more timely and efficient manner. Offices will be established within three of GSA's regions (Boston, MA, Fort Worth, TX , and San Francisco, CA) to implement this program. These offices will serve as "Gateways" to INS for all their real estate services nationwide; they will provide assistance in acquiring real estate services, information, status, tracking and reporting on all INS projects requested by the three INS administrative centers nationwide. Each Gateway office will have an INS Executive Real Estate program manager responsible for managing and acquiring real estate support and services through the appropriate GSA regional office. Additionally, each of the eleven GSA regional offices will have a regional account manager or designated regional representative who will be responsible for all information regarding INS real estate projects within their region. Furthermore, a GSA National Account Executive for INS will serve as the Director for the INS Executive Real Estate Management Program and the single point of contact for information at the national level for all real estate services acquired and provided to the INS by GSA.
