GSA/DC Partnership Speeds Up License Plate Order ProcessGSA #9472 March 30, 1998
The Department's Lorton Prison in Northern Virginia produces all license plates for the Federal Government s official fleet, which numbers some 575,000 vehicles. The facility processes an average of 2,597 orders annually. GSA's Office of Governmentwide Policy first worked with Lorton Prision officials and FEDFLEET to develop a standard order form to replace the 62 different forms agencies were using. Next, the group automated the ordering procedure and developed a historical database of license plates issued at the facility so new orders could be entered and checked against earlier ones. Previously, each order was entered manually into a logbook, which was then reviewed to verify the name of the ordering official, the agency's prefix code, and the number sequence to preclude issuing duplicate numbers. "GSA is pleased to have helped the Department of Corrections vastly improve this ordering process and save taxpayer dollars," said Rebecca Rhodes, GSA's Deputy Associate Administrator for Transportation and Personal Property. Ms. Rhodes officially transferred the program's software to the District of Columbia in September 1997. GSA then assisted with extensive testing and development of a backup system and continues to provide computer support, including a weekly backup of the historical database. This was the first change to the ordering system since Lorton Prison started to produce U.S. Government license plates in 1933.
