Photo of Deputy Assistant Secretary Mark WilsonSince January 2002, Mr. Wilson has been Deputy Assistant Secretary, Employment Standards Administration (ESA) at the U.S. Department of Labor. He oversees and administers the Wage and Hour Division, the Office of Federal Contract Compliance Programs, the Office of Labor-Management Standards, and the Office of Workers’ Compensation Programs. ESA has over 4,200 employees and discretionary budget of over $521 million.

Mr. Wilson’s responsibilities include policy and media development; overseeing and implementing the regulatory and legislative agenda for ESA; budget formulation and execution; developing performance standards for ESA’s Senior Executive Service staff and reviewing their performance; updating ESA’s performance goals; and successfully implementing the President’s Management Agenda. He often briefs the Assistant Secretary, Solicitor, Secretary, and White House staff on workplace issues.

His work includes the first update to the overtime regulations in almost 50 years and the first reform of the union reporting regulations in over 40 years.

From February 1995 to January 2002, Mr. Wilson was a Research Fellow at The Heritage Foundation. He specialized in a variety of workplace policy and tax issues. While at Heritage Mr. Wilson published over 50 research papers, testified 12 times before Congress and frequently briefed members of Congress and the Administration. He also briefed state and local legislators on a variety of federal workplace programs and issues.

Prior to coming to Heritage, Mr. Wilson was a senior economist in the U.S. Department of Labor, Office of the Assistant Secretary for Policy for nearly 12 years. There he provided analysis to the Assistant Secretary, the Chief Economist, the Secretary of Labor, and the White House on a variety of labor market issues.

Mr. Wilson has appeared on a number of national radio and television shows, including, CNN, CNBC, Fox News, and C-SPAN, to discuss a variety of labor policy issues. He has also published numerous articles and editorials in the Wall Street Journal, the New York Times, The Washington Times, and many other major state newspapers.

Mr. Wilson received a B.A. in economics from Kent State University in December 1979, and continued with Masters Degree studies at George Washington University from 1983 to 1987 economics.
