GSA Launches New Express Program to Speed Contract Award ProcessGSA #10303 January 17, 2007 Washington, DC — The U.S. General Services Administration’s (GSA) Federal Acquisition Service will accept offers under the much anticipated Multiple Award Schedule (MAS) Express Program immediately, per a commitment by GSA Administrator Lurita Doan to get a basic GSA Schedule within 30 days. Federal Acquisition Service Commissioner Jim Williams explains industry partners aren’t the only ones to benefit from this program. “Our customer agencies will also enjoy more rapid access to state-of-the-art goods and services from quality businesses, allow greater focus on high value and risk contracts, and increase savings to the American people,” said Williams. The MAS Express Program speeds the processing period between application and award for Federal MAS contracts, and GSA will strive to achieve 30-day contract awards for eligible vendors within the Program’s first year. The present process averages 120 days depending on industry partner eligibility and completeness of applications. While initially open to selected items from five of 37 MAS Schedules, the goal of the Express Program is to open all to this expedited process. The program’s core consists of the comprehensive and mandatory Pathway to Success education program for all industry partners, a simplified set of basic eligibility criteria, and the Schedule Program Express Evaluation Desk (SPEED) to consolidate all intake and initial reviews of offers. These three initiatives will standardize and integrate the current process, already promising greater industry partner participation. GSA anticipates as many as 1000 offers under the MAS Express Program in the first year alone.
