GSA Appoints New Federal Acquisition Service CommissionerJune 5, 2006 GSA # 10246 Contact: 202-501-2699 Washington, DC – The U.S. General Services Administration (GSA) today announced that Jim Williams will become Commissioner of the Federal Acquisition Service (FAS). “I am delighted to have attracted Jim Williams back to GSA and to have found an outstanding permanent Commissioner of FAS. Jim brings an incredible toolkit of entrepreneurial skills to this critical job,” said GSA Administrator Lurita Doan. “Jim has extensive experience managing large, high visibility contracts and in building a superior team.” “Jim has a successful track record of planning and executing successful reorganization strategies, and brings superior homeland security skills to the position,” Mrs. Doan added. “GSA is fortunate to have someone of Jim’s caliber to lead FAS, and I am confident that we can continue to attract and develop top talent as we remake GSA into a more responsive purchasing agency, utilizing best practices in government contracting.” Jim Williams currently serves as director of the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program at the U.S. Department of Homeland Security. US VISIT is an ambitious immigration and border management identification system that involves several government departments and agencies as well as other countries and is established already at all of the nation's airports, seaports, and land border crossings. Prior to his tenure at US-VISIT, Williams was Internal Revenue Service (IRS) Deputy Associate Commissioner for Program Management, overseeing modernization application projects and ensuring effective program management. Williams also served as Deputy Assistant Commissioner for procurement and later as Director of Procurement at the IRS. Williams also previously served as Director of the Local Telecommunications Procurement Division at GSA, responsible for all nationwide local telecommunications purchases for the agency. A native of Virginia, Williams holds a bachelor's degree in business administration from Virginia Commonwealth University and a master's in business administration from The George Washington University. Acting Commissioner Marty Wagner will return to GSA’s Office of Governmentwide Policy (OGP). “Marty has served with distinction, and will continue to be a key member of the GSA management team,” said Mrs. Doan. ### GSA is a centralized, federal procurement, property management, policy development and information provision agency, created by Congress to improve government efficiency and help federal agencies better serve the public. In this role, GSA acquires products and services on behalf of federal agencies; plays a key role in developing and implementing governmentwide policies; provides services and solutions for the office operations of more than one million federal workers; and encourages a citizen-centric relationship with government by providing a single "point of entry" to the information and services citizens need in a timeframe they can appreciate.
