GSA Launches New Federal Acquisition ServiceGSA #10301 December 6, 2006
Washington, DC — Administrator Lurita Doan of the U.S. General Services Administration (GSA) signed GSA Order ADM 5440.591 Change 2, the agency announced today, approving the regional Federal Acquisition Service (FAS) organization and taking the next step in the FAS organizational implementation process. “This step puts the Federal Acquisition Service’s remaining organizational details in place and positions us for success,” Administrator Doan said. The first GSA order, officially establishing the FAS national organizational structure, set the stage for designing the organizational structure of the 11 FAS regional offices. With this second order, GSA continues to refine FAS. President George W. Bush officially approved the new FAS organization when he signed into law H.R. 2066, the General Services Administration Modernization Act, on October 6, 2006. “I’m greatly pleased that we’ve taken this next significant step in formally establishing the new FAS,” said FAS Commissioner Jim Williams. “The FAS strategic planning process that we will conduct over the next several months will analyze appropriate FAS service delivery points nationwide and may lead to modifications to the proposed organizational design. Any issues raised in implementing this Order will be handled during that process." Commissioner Williams also noted this action brings FAS that much closer to achieving goals of improved customer service and focus as well as greater business flexibility for acquisition solutions. The final structure will also provide greater career opportunities for employees, enhanced financial management and accountability, increased efficiencies, greater standardization within FAS and with industry partners—while allowing more innovation and better support for the President’s Management Agenda. ### Founded in 1949, GSA serves as a centralized procurement and property management agency for the federal government. GSA manages more than one-fourth of the government’s total procurement dollars and influences the management of $500 billion in federal assets, including 8,300 government-owned or leased buildings and 170,000 vehicles. GSA helps preserve our past and define our future, as a steward of more than 420 historic properties, and as manager of FirstGov.gov, the official portal to federal government information and services. GSA’s mission to provide superior workplaces, expert technology solutions, acquisition services, purchasing and e-travel solutions and management policies, at best value, allows federal agencies to focus on their core missions. Did You Know? FAS annual sales of $56 billion account for more than one-sixth of the entire federal procurement budget. FAS manages acquisition programs that include information technology, telecommunications, furniture, tools, office products and supply items, and all travel, motor vehicles and credit card services.
