GSA Names Acting Deputy Administrator and Acting Chief of StaffGSA # 10195 October 18, 2005 Washington, DC – U.S. General Services Administration (GSA) Administrator Stephen A. Perry today named Kathleen M. Turco as the agency’s Acting Deputy Administrator and Alan R. Swendiman as Acting Chief of Staff. Both appointments are effective in November. “I am pleased that Kathleen and Alan will be serving in these key roles,” said Administrator Perry. “Each brings with them a dedication to the agency’s goals and values and a commitment to continuously improving how GSA serves federal agencies and the American taxpayers.” “I look forward to working with Kathleen and Alan during this time of transition,” said GSA Deputy Administrator David L. Bibb. “I value the advice and counsel that each brings to the table and am confident that we will work effectively as a team.” Mr. Bibb assumes the role of Acting GSA Administrator on November 1, following Administrator Perry’s departure October 31. “I am honored to serve GSA as Acting Deputy Administrator, said Ms. Turco. “I look forward to working with David Bibb and the GSA management team to continue the performance management efforts initiated under Administrator Perry’s leadership.” As Acting Deputy Administrator, Ms. Turco will work closely with Acting GSA Administrator Bibb and the GSA team to provide property management, policy, and acquisition services to other federal agencies. Turco has served as GSA’s Chief Financial Officer since August 2002. In doing so she has been the agency's principal adviser on all matters related to performance and financial management. She also serves on the agency-wide Executive Committee and has played an instrumental role in GSA's strategic management and performance measurement process. She has directed agency budget and financial activities and managed the development and use of financial management systems within GSA. It is a privilege to have been selected to serve GSA and the Bush Administration as acting chief of staff, said Mr. Swendiman. “I look forward to this challenging opportunity.” As Acting Chief of Staff, Mr. Swendiman will be responsible for carrying out a variety of critical assignments in connection with the day-to-day operation of GSA. He also will work collaboratively with the other members of the senior management team to provide leadership and guidance in the conduct of long- and short-range management studies of major concern to the Acting GSA Administrator. Mr. Swendiman has been GSA’s General Counsel since July 2005, when he assumed daily management of GSA’s legal department and the legal affairs of the agency. He has advised Administrator Perry on implementation of GSA's mission responsibilities, including contracting, information technology, travel and transportation, real estate, construction, leasing, environment, agency litigation, personnel and labor relations, equal employment opportunity, appropriations and finance. ### GSA is a centralized, federal procurement, property management, policy development and information provision agency, created by Congress to improve government efficiency and help federal agencies better serve the public. In this role, GSA acquires products and services on behalf of federal agencies; plays a key role in developing and implementing government-wide policies; provides services and solutions for the office operations of more than one million federal workers; and encourages a citizen-centric relationship with government by providing a single “point of entry” to the information and services citizens need in a timeframe they can appreciate.
